SACRAMENTO, CALIF., JUNE 3 (UPI) _ EARLY RETURNS IN CALIFORNIA’S PRIMARY ELECTION SHOWED NEAR-CERTAIN APPROVAL OF THE PROPOSITION 227 BALLOT INITIATIVE TO END BILINGUAL EDUCATION.
IT HAD BETTER THAN A 2-1 ADVANTAGE WITH 5 PERCENT OF PRECINCTS REPORTING.
PROPOSITION 227 WOULD ORDER THE STATE’S 1.4 MILLION ENGLISH LEARNERS TO LARGELY BE SHIFTED FROM NATIVE LANGUAGE CLASSES INTO ONE-YEAR PROGRAMS OF IMMERSION IN ENGLISH.
PROPOSITION 226, WHICH WOULD LIMIT UNION CONTRIBUTIONS TO POLITICAL CAMPAIGNS, WAS TOO CLOSE TO CALL, WITH 51 PERCENT APPROVING IT TO 49 PERCENT REJECTING THE MEASURE.
BACKED BY GOV. PETE WILSON, IT WOULD REQUIRE CONSENT OF INDIVIDUAL UNION MEMBERS TO USE DUES FOR POLITICAL CONTRIBUTIONS. IT’S OPPOSED BY PRESIDENT CLINTON AND OTHERS WHO SAY IT WOULD MUZZLE WORKERS.
LT. GOV. GRAY DAVIS APPEARED HEADED FOR VICTORY OVER HIS BIGGER- SPENDING RIVALS FOR THE DEMOCRATIC NOMINATION FOR GOVERNOR, OVERCOMING AN EARLY CAMPAIGN DEFICIT IN THE NATION’S MOST EXPENSIVE PRIMARY.
DAVIS HELD BETTER THAN A 2-TO-1 LEAD WITH 5 PERCENT OF PRECINCTS REPORTING OVER BUSINESSMAN AL CHECCHI AND REP. JANE HARMAN. AS EXPECTED, ATTORNEY GENERAL DAN LUNGREN ALSO WAS AN EASY WINNER OVER MEDICAL MARIJUANA ADVOCATE DENNIS PERON IN THE REPUBLICAN RACE.
DAVIS TRAILED HIS RIVALS AS RECENTLY AS MARCH, AND WAS VIRTUALLY WRITTEN OFF BY CAPITOL INSIDERS WHO DOUBTED HIS ABILITY TO WIN AGAINST CHECCHI, WHO PUMPED ALMOST $40 MILLION OF HIS OWN MONEY INTO HIS CAMPAIGN, AND THE WELL-HEELED HARMAN.
THE RACE FOR THE REPUBLICAN U.S. SENATE NOMINATION IS TOO CLOSE TO CALL AS CALIFORNIANS VOTED IN THE STATE’S FIRST-EVER OPEN PRIMARY ELECTION.
STATE TREASURER MATT FONG LED BUSINESSMAN DARRELL ISSA BY ABOUT 30, 000 VOTES WITH 9 PERCENT OF THE VOTE COUNTED. SEN. BARBARA BOXER WAS VIRTUALLY UNOPPOSED FOR THE DEMOCRATIC NOMINATION.
FORMER TWO-TERM GOV. JERRY BROWN APPEARS HEADED FOR VICTORY IN THE OAKLAND MAYORAL CAMPAIGN. BROWN HAD 65 PERCENT OF THE VOTE IN ABSENTEE VOTING WITH A GOOD CHANCE OF OBTAINING THE MAJORITY NEEDED TO AVOID A NOVEMBER RUNOFF WITH THE RUNNERUP.
